Revise Rent Control Laws

Bookmark and Share

Rent control laws are highly dreaded by people because of the enormous delays disputes take to sort out. Experts want the existing legal tangles under the rental control laws to be removed to improve the status of rental housing stock. If laws relating to rent control are reformed, specific investments will improve thereby creating more leased out spaces — both residential and commercial.

First landlords avoid documentation. Even if they write the deed, they try to avoid registration. Earlier the registration law insisted that only leases for one year or more be registered. Thus, landlords preferred 11 month term leases, which automatically get renewed. Now the law has changed — every lease should be registered. But what happens if the document of lease deed is not registered? Then courts do not look into the document to decide the dispute.

The lease market in the metros suffered because of rent control legislative problems and delays in court litigation. There are too many legal hassles. Neither the landlord nor the tenant are content. The rent control rules address the problems of middle class tenants only.

Rental contracts run into problems and tenants refuse to vacate despite specific contractual clauses while rent and appellate courts drag the disputes. The appellate courts are now hearing cases filed around the year 2000. Cases requested to be heard early rarely manage expeditious disposal but cases involving senior citizens are accorded priority.

Over the past 6 months things has been changed upside down. You can see many To-Let boards outside the apartments and Independent houses.Due to global economy slow down many Multi National Companies have fired and decrease their employees count.IT professional are the major people who were effected severely.
Good salaried Tenants who took lavish and well furnished flats are looking for alternate houses to cut down their rental budgets. There is tremendous fall down in property rates, where realty sector is heavily affected. Time to think and Act: Are you continuing to live in small houses with huge rents. This is the time to look for big spacious houses Practically there is no huge fall in rents in some prime areas ,only you can see 500 Rs to 1500 Rs fall in rents. Interestingly some owners are promising of not increasing rents for the next coming 2years.Even if you have a budget of Rs8,000 to Rs10,000 , today you will get better, bigger flat within that. Many Landlords have been sitting with Un Occupied apartments, so they have no choice, but to negotiate. Many commercial Tenants are reluctant to renew their rental/lease agreements with current owners, they are looking for other better alternative as there is decline of 30% to 40% decline in commercial rents. Tips for Tenants during Recession : 1)If you are living in less spacious houses/flats,look for other alternatives where you can effort spacious houses if you can add 1000Rs extra to the current rent you are paying. 2)If you want to retain in the same house just discuss with your house owners and negotiate with them (mostly owners will not agree to decrease their current rent to the existing tenant) . If he doesn't decreases the current rent ,atleast ask not to increase rent while renewing next years rental agreement. 3)There are more chances of negotiation for Rent amount with owners,if you choose to shift to new house. Keep in mind There is no demand for vacant houses in market,so Tenants are on the upper hand to bargain to get reasonable price.

Do's and Dont's while taking Rent

Do's and Dont's while taking Rented House

Many of us blindly take rented houses without uderstanding the modalities. Here are the things which are to be Do's and Dont's while signing a Rental Aggrement before taking a rented house.
Listed below are some tips that can help you or can be used as a reference while you are making an Rental Agreement.
DO's when Renting a House and Before Signing a Rental Agreement:
1. Insist the landlord for a Rental Agreement to be made.
2. Take a friend with you to witness any discussion or negotiation you have with a potential landlord.
3. Make sure you are permitted to sublet if you want to share the accommodation with friends.
4. Has the agreement recorded in writing? (the landlord may have a standard agreement already typed out)
5. Insist on taking the landlord's lease agreement away so that you can read it thoroughly.
6. Pay particular attention to the following points in the agreement:
6.1 The premises - are they accurately described?
6.2 The landlord and tenant - are they correctly named?
6.3 The length of the lease - is this a stated period for which the agreement will run?
6.4 The rent - is the amount recorded the amount you agreed to?
6.5 Make sure that it includes the details of maintainance Charges and common bills
if any which are required to be shared by Landlord and Tenant.
6.6 Make sure that the details of advance rent are mentioned and the clearly explains
the return/adjustment methods of the advance rent.
7. If the accommodation is furnished, have a detailed inventory of all the furniture and fittings provided by the landlord and their state of repair. Make two copies and send one to the landlord.
8. It is important to maintain communication with the landlord. He must be intimated if any repairs are required inside the house even before signing the agreement. If the landlord is unable to fulfill the request,it is better to look for another property.
DONT's when Renting a Flat/Room and Before Signing a Rental Agreement
1. DO NOT Sign anything without reading and understanding it.
2. DO NOT Rely solely on the landlord's oral assurances: to safeguard your position everything must be in writing.
3. DO NOT Forget to ask the landlord whether he owns the premises: he may himself rent them from somebody else and, if he does this could affect the legal position.
The above tips can be helpful and can be carefully considered while signing a rental agreement. Most important of all, it is advised to be a responsible tenant and maintain a harmonious relationship with your landlord and viceversa.

Rented Houses for Poor

Maharashtra government’s came with a new policy to construct half a million rental homes for the poor in the mumbai city. It will serve as a major boost for the rental housing concept and effectively serve the cause of the economically weaker sections all over the country. There is a shortage of 24.70 million houses all over the country and rental housing could “contribute significantly toreduce this shortage.”.Mumbai Metropolitan Region Development Authority (MMRDA) is going to implement this rental-housing scheme, and planning to construct 200,000 rental homes in different areas within the next one year.
Who will be benifited ?
It would particularly benefit those who migrate from other states or have been transferred but cannot afford to buy a house in a city like Mumbai. The houses will be given on rent to those coming to the city and having a combined family income of Rs 5,000 per month. One condition is that those having houses within the MMR won't be eligible for getting houses and preference will be given to those hailing from Maharashtra. In case of a married couple, the house will be allotted to the couple jointly. Also, 15 per cent of the total constructed area would be earmarked as convenient shopping areas. The tenants will be charged Rs 800 per month as rent.
Why not in Hyderabad ?
Its a good initiative taken by Maharashtra Government to address the middle and lower class people who can't afford to take a rented house in costlier city like Mumbai.Hoping that AP Government and Hyderabad Metropolitan Development Authority (HMDA) formerly called as HUDA takes up an initiative on similar lines and will also consider this type of plan to address common mans problems for shelter.

Medha Patkar-www.HyderabadTenants.com National Alliance of People’s Movements Convenor Medha Patkar alleged that forcible eviction had been increasing in all the 63 cities covered under the Jawaharlal Nehru National Urban Renewal Mission. While Rs.55, 000 crore to Rs.1 lakh crore was being invested in each of these cities, providing shelter and ensuring livelihood for the poor were being grossly overlooked. She feels that there cannot be any cut-off date for providing shelter to the poor migrating to cities for work. Instead, governments should formulate policies to prevent migration. Slum dwellers in Mumbai and elsewhere had launched protests seeking sustainable and equitable alternatives by the Government. ‘Equity and justice should be the criteria for land distribution’,she pointed out. When the governments were leasing out hundreds of acres of land at ridiculously low prices for luxury and commercial complexes, why can’t they provide land to the poor for basic housing, she asked. At least rented houses should be provided to the poor, she said. Ironically in every slum rehabilitation programme, through vertical development, builders had made Rs.10 crore to Rs.15 crore profit as the remaining land was utilised for commercial complexes, she claimed. Ms. Patkar also favoured repeal of the Land Ceiling Act to make available land for housing. Plots should be reserved for displaced people, she affirmed while alluding to the fact that cases were filed against malls in Mumbai for being built on land reserved for housing for the poor. Beware of Rental Agents/Brokers

Beware of Rental Agents and Brokers
I have observed many "To-Let" posters with phone numbers on road side walls. I just called one of them and asked about the rental houses. He said that he had many houses which are vacant for rents. He said he had single bedrooms,Double bed room and Triple Bed room flats information which are ready to lend for rents.I enquired how much he will charge for his services.I was stunned and wondered by listening the amount he uttered. He asked one month rent for providing these services. That means if we want to take a 2 Bed Room flat in prime areas which were of 8000 Rs per month rent, you have to give same amount to the broker/agent.Some brokers take 2 months,1 and half month,1 month and half months rental amount.
How do Agents Deal with Apartments: These agents will have huge network in their local areas. They will have tie ups with watch mans of Apartments. When a flat was vacant they will provide this information to the agent/broker.Broker will pay some commission to these watch mans.If owner keeps a To let board to the gate. These watch mans removes that To let board to avoid people to know that there is vacant flat available in that Apartment. If some one comes and enquire about vacant flats they will give brokers phone number to contact. How do Agents Deal with Individual Houses: Here the agents/brokers will have an understanding with House owners.Agents assures immediate occupancy for their vacant houses and getting good party(Tenant) who pays huge amount of monthly rent. Some greedy owners listens to these agents and don't even display a To let board in front of their vacant house. If we enquire about any vacant portion in their house they say that there is no vacant portions. Here Agents get some commission from owners apart from Tenants payments. Here Agents are getting more amount by taking amount both from owner and tenant.
How Brokers/Rental Agents coming into Picture: We are the reason allowing these Brokers to come into picture. These days every one want every thing to happen instantly.Instant food,Instant Services,Instant Information we are expecting every thing to happen instantly,Without putting any effort, cant we spend some time at weekends to search our convenient house?.Many friends who are coming from many other metro places are depending on these rental agents. This made Brokers to come into picture. How can we avoid Rental Agents/Brokers while finding rental houses.
  1. Best way is to search to search our convenient house at weekends.
  2. Contact your friends and colleagues who are living in that particular area you are planning to move. They may no some vacant houses/flats for rents.
  3. Make maximum use of office internal sites and friend’s office sites.
  4. Search for "To Let" section in Classifieds of popular News Papers like Eenadu and Deccan Chronicle (Especially Sunday Editions).
  5. Search for Rental properties in Property Portals.

Say No to Rental Agents and Brokers Note: Tenants are the final loosers who are being exploited by every one. We our self can bring the change,to avoid this Brokerage system. Lets make a pledge not to give Rental commissions to Agents/Brokers.Don't pay Brokerage and Don't encourage Brokerage.

Affordablity in Hyderabad
Roti,Kapda auur makaan(Food,Cloths and Shelter)are considered to be basic amenities required for a common man to live.
Food and clothes were already been costlier due to high inflation raise. Shelter is becoming costlier and expensive in Hyderabad. In previous days middle class people affords to live comfortably in Hyderabad. But in present days middle class are feeling the pain of paying huge Rents.
What is the Root Cause of these Hikes:
IT companies and many MNC's opened their corporate offices in Hyderabad. IT sector opened doors for many job opportunities. City was flooded with professionals who are earning huge salaries.
House owners greed:

House owners who use to get pretty little amount rents previously started seeing these new earning holy cows(Kamadhenuvuluu).Started observing the lifestyles of these professionals. Then Started demanding high rents.2 Bed Room flat which use to be 2000 Rs to 3000 Rs became 8000 Rs. Greedy Owners started increasing rents as if whole Hyderabad population are IT professionals.

Who are the sufferers:
A common middle class people and lower middle class people were the people who are facing the Music. Think of a normal employee who earns 6000 Rs to 12000 Rs salary per month.Half of their salary goes for House Rent, and has to spend his remaining amount to purchase their Bread and Butter.
Affordablity in Hyderabad Increased Groceries Rates in Average from last 7 years.
What about IT Professionals ?
IT professional who are getting good amount of salaries were experiencing the pain.Usually all employees who works in and around Madhapur stays at nearby proximity. House owners around these areas demands Huge amount for rents. They will make IT professional real bakaras. Even a single bedroom with least basic amenities costs 6500Rs. Of course Electricity and Water costs etc. Every year no matter what happens the house rent is increased by 10%. Tenants have to hike 10% rental payment, even average increment/salary hike in IT industry in this year is of 5% to 8% in average.

House Rent Advance

House Rent Advance-Hyderabad Tenants Blog
House Rent Advance this is the term for the amount paid by a TENANT to the LANDLORD at the time of taking possession of the house. Taking Hyderabad in consideration the Advance amount is usually 2 months rent paid in advance to the LANDLORD by the TENANT at the time of taking possession of the house, this is much lesser when compared to other metro cities like Bangalore, Pune, Mumbai and Delhi where the advance amount is typically 10 months rent.

  1. Lets’ understand about this ADVANCE amount in detailed. There are two methods how this works out. The LANDLORD seeks this advance amount from the TENANT and usually will return the amount when the TENANT vacates the house.
  2. The TENANT intimates the LANDLORD that he will be vacating the house after 2 months and says that he will not pay the RENT for the 2 months and asks the LANDLORD to get it adjusted from the advance amount which he paid at the time of taking the possession of the house. In either ways the LAND LORD seeks the advance amount from the TENANT.

The above two ways looks absolutely fine. But, on the flip side there are some problems faced by both the LANDLORD and the TENANT.

The Problems Faced:

Let me be very clear that the problems faced are only when either of the two the TENANT or the LANDLORD creates a problem, these problems is on a case to case basis and are not faced by everyone. I have listed them based on my personal experience and the experiences from my friends especially in Hyderabad where people don’t strictly adhere in documenting a Rental Agreement.
Typically when the method 1 is followed the TENANT will be on the loosing side if the LANDLORD creates a problem. And when the method 2 is followed the LANDLORD will be on the loosing side if the TENANT creates a problem.
Lets’ take the case of following Method 1:
In this case the LANDLORD seeks this advance amount from the TENANT and usually will return the amount when the TENANT vacates the house. But, at times the LANDLORD denies returning the amount back. The usual excuses given by the LANDLORD are:
“I’ll pay you back the amount if the next TENANT pays me the amount.”
“I do not have the money with me right now, you can collect it later.”
“I’ll pay you the money in installments as I do not have that amount in lump some.”
Whatever might be the reason the TENANT suffers here, his money gets blocked. If he needs to pay advance to another house he cannot utilize this amount. The LANDLORD will not let their house if the advance amount is not given. In such cases the TENANT is on a losing side.

Lets’ take the case of following Method 2:
In this case the TENANT intimates the LANDLORD that he will be vacating the house after 2 months and says that he will not pay the rent for the remaining 2 months and asks the LANDLORD to get it adjusted from the advance amount which he paid at the time of taking the possession of the house.
The problems faced by the LANDLORD here is:
If there are any damages done by the TENANT to the house or the TENANT tries to default the utility bills like Electricity, water, maintenance etc., those charges are to be paid by the LANDLORD.
Here the LANDLORD is on the loosing side by paying for repair charges or bill payments which are supposed to be paid by the TENANT.
Striking Equilibrium – Can be a Solution: After looking at the above two cases what can be a possible solution is that if the advance amount is of 2 months rent then, let the LANDLORD adjust 1 month(s) rent as in case 2 and return 1 month rent as in case 1. By following this, the chance of loosing amount by either side is reduced. Also, it is best advised to follow a standard Rental Agreement between the LANDLORD and the TENANT and make sure that the terms for Returning/Adjustment of the Advance amount is discussed clearly and agreed upon by either at the time of taking possession of the house.

Terms to Understand

Terms to Understand-Hyderabad Tenants Blog
What is Rental/Lease Agreement?
The lease or rental agreement of any residential or commercial building is the key documentof tenancy which outlines important issues of occupancy such as the length of tenancy, amount of rent and deposits the tenant must pay, responsibility towards payment of utilities, whether the tenant may sub-let the property, the landlord’s access to the property and the fixtures which the tenant may have right to alter etc.
Very often the terms are misunderstood. An agreement must necessarily be in written, as oral agreements may often result in a dispute.
what is the difference between Rental and lease agreement ?
The biggest difference between a rental and a lease agreement is the period of occupancy. A written rental agreement is usually for a very short duration, and is automatically renewed after the end of the period, unless the landlord or the tenant ends it by givinga written notice, typically within a period of 30-60 days.
For the month-to-month rentals (i.e. if the rent is being paid monthly) the landlord can change the terms of the agreement through a proper written notice, subject to any rentcontrol laws. A written lease agreement, on the other hand, gives the right to occupy a rental unit fora set term, if the tenant pays the rent and complies with other lease provisions. Unlike a rental agreement, a lease agreement does not get automatically renewed when the lease period expires.
Also, during the fixed term of the lease, the landlord cannot increase the rent or change other terms agreed upon in the lease, unless the changes are specifically provided for inthe lease, or if the tenant agrees.
What is Leave and Licence ?
Leave and licence is just a licence to make use of the premises of a rented accommodation. The licensee is not a tenant. Thus the protection which is available to a lessee is not available to a landlord as he does not have much hold on the lessee.
If there is no written or registered agreement, the contention of the licensee with regard to the terms and conditions of the agreement on which the licence is granted shall prevail unless it is proved otherwise
How different is leave and licence from lease?
In the case of a ‘lease’, the rights in the property and right to enjoy the property are transferred to the lessee, whether for a specified period In the case of leave and licence, there is only a licence to use the property and all rights are reserved by the licensor.
Can a tenant break a lease agreement?
A tenant cannot legally break a lease agreement unless the landlord significantly violates its terms – like failing to make necessary repairs, or by failing to comply with an important law concerning health or safety.
A few States also have laws that allow tenants to break a lease, because of health problems or a job relocation, which may require a permanent move. A tenant who usually breaks a lease without a good cause will be responsible for the remainder of the rent due under the lease term.

Flaws in Rent Control Acts

Flaws in Rent Control Acts-Hyderabad Tenants
The Flawed Nature of Rent Control Acts: The structure of various rent control acts renders them contradictory to other laws of the land in some situations: a) The law relating to the landlord’s rights to evict the tenant can be found in the Transfer of Property Act, 1882. While a landlord can immediately start an action for eviction of a tenant on expiry of the notice of eviction under Section 106 of the Transfer of Property Act, 1882, he cannot start such an action where the rent control act applies, unless he can prove the existence of one of the grounds of eviction under the Rent Act. b) Some provisions of these acts have been repeatedly denounced by the courts as unreasonable. E.g. The Supreme Court, while delivering its judgment on December 19, 1997 on appeals filed by several property owners in Mumbai, said that the existing provisions of the Act that related to the determining and fixing of the "standard rent" were "no longer reasonable". c) The various acts relating to the control of accommodation in urban areas including the Rent Control Acts are examples of legislation interfering with the right to hold and dispose of property under Article 19(1)(f) of the Constitution of India. But such Acts exist because they are considered to be necessary in public interest in times of shortage of houses. Poorly written Acts: The following observations clearly highlight the fact that most of the states’ Rent Control Acts are poorly written and thus their implementation is bound to be problematic. • In many states tenants are not even entitled to get a receipt from the landlord on payment of rent (refer to Annexure 6, column 3). The right to receipt on payment of rent is an essential right of any tenant and also, the foundation of the tenants’ right to seek justice in court of law. • In several states, the landlord is entitled to make alterations or improvements to the premises without the written consent of the tenant. These improvements, in turn, entitle him to increase the standard rent .This means that the landlord, despite the unwillingness of the tenant, can make structural alterations to the premises and claim an increase in rent. • A clear position on inheritance rights is essential for any legislation governing property rights. But strangely, Karnataka is the only state in India, which has provisions for inheritance of tenancy in its RCA. • Too much in the acts is ambiguous and is left to the interpretation of the user. Phrases like ‘basis of’ and ‘bona fide’ are used very often. • Despite having adapted ‘second generation rent controls’, only a handful of the states actually allow for periodic, unconditional increase in the standard rent. These are just some examples from a plethora of discrepancies present in our rent control acts. Working towards an improvement in the state of these laws can prove to be a stepping-stone towards the desired end of complete deregulation. Thus, instead of incessant rhetoric about complete and immediate deregulation, what is needed is a methodical approach towards reforming the existent rent control laws. And instead of relying completely upon examples of other countries where deregulation has worked, empirical research and quantification of the relationships needs to be done between the various factors working behind the scenes in the rental housing market in India, and the impact deregulation is likely to have on these factors. -Hyderabad Tenants Blog

 Legal Aspects of Rent Control

The Legal Aspects of Rent Control :
Under the Indian Constitution, housing is a state subject. Thus, the enactment and enforcement of rent control laws is the responsibility of the individual states. While this is in accordance with the federal nature of the Indian Republic, it makes a comparative analysis of the rent control laws that much more difficult.

The common thread running through almost all rent control Acts and legislations is that they are intended to serve two purposes:
1. To protect the tenant from eviction from the house where he is living except for defined reasons and on defined conditions; and
2. To protect him from having to pay more than a fair/standard rent.
But most acts also confer upon the landlord the right to evict a tenant who is guilty of certain specified acts and also when the landlord requires the house for his own personal occupation. There are various grounds under which a landlord can evict a tenant. The most common of these are listed below. There are also some states, where one or more of the provisions given below don’t apply.
1. Breach of condition of tenancy 2. Subletting 3. Default in payment of rent for specified period 4. Requirement of building for own occupation 5. Material deterioration in the condition of the building
The landlord is required to specify the exact provision of the relevant act under which he is seeking the eviction of the tenant, to enable the tenant to take any remedial action provided in the act.
The whole idea of a rent control act is to control and regulate eviction of tenants and not to stop it altogether.

Rent Control Acts in IndiaRent Control Acts

People staying in Hyderabad from the past 10 years have all witnessed the rapid growth of thePearl-city to Cyber City. There are many issues/challenges that the city and the people living in the city face in this continuous development phase. The concern here is we always fail to win over the issue or challenge we face and just try to by pass for the hour. And that’s the reason we are still developing.

Well, Lets address one such issue the city and the people of the city are facing, which is the motive behind this blog: Unsystematic increase in Rents – This is a mammoth problem in any city which is accelerating in the phase of development. Lets try to find out a way to control this problem by answering a few important questions.

How to control the increase in rents? Is there any Law or Act which can help us out? If yes what does it say? How can it help? What are its flaws?

I have tried to find answers for the above questions and succeeded in getting substantial information.
Below is the information regarding the Rent Control Act.

What is rent control?

The practice of imposing a legal maximum (rent ceiling) upon the rent in a particular housing market, below the equilibrium rent is called rent control. If this maximum is above that market’s equilibrium rent (different rental housing markets may have different equilibrium rents), then the control is null and void. But if the rent is set at a level below the equilibrium rent, it will necessarily lead to a situation of excess demand or shortage. In a free market, prices (here, rents) would rise automatically filling the gap between the demand and the supply. But rent controls prevent prices from rising up to the equilibrium level

Does India have a Rent Control Act?

The first rent control legislation in India was introduced immediately after the First World War in Bombay in 1918. It was followed by similar legislations for Calcutta and Rangoon in 1920. By the end of the Second World War almost all the major cities and towns in the countries were covered by rent control measures. All these acts, born out of the inflationary aftermath of the First World War, were conceived as purely temporary measures to provide relief to the tenants against the demand of exorbitant rent and indiscriminate eviction by the landlords due to scarcity of houses in the urban areas.
As in other parts of the globe, the rent control laws applicable in various states in India are different with respect to various aspects and thus, a holistic analysis, though attempted here, is difficult.

Hyderabad Tenants BlogUntil 4 to 5 years ago, Hyderabad was the most affordable and comfortable place to live among all the cities in India those were witnessing rapid growth and development in both size and life style. A family of four could afford a decent living if it was earning Rs.10,000/- a month. Climate is good, especially no humidity in summers unlike cities like Chennai and Mumbai. And has reasonably good places for small family outings in and surrounding the city.
Hyderabad turning to Cosmopolitan city brings many good things and few unpleasant things too. The city of Nizams had been embracing people of all cultures, from different parts of country since ages. However, off late cross culture migration has brought in some interesting and few alarming changes in the city.
As city started on top gear towards development many things have changed drastically. Many Multi National Companies of IT and various other sectors have put up their centers here providing employment opportunities to many Hyderabadis. Life style of people especially of those who belonged to economically mediocre class earlier has seen considerable drift towards positive side. Well, all this is good, good for the city, good for economy... hmm in certain sense... but then, is it really good for all? Well the answer is not one word...
People migrating from northern parts of the country had seen a standard of living here which was lot less, when compared to that in cities like Mumbai, Pune and so on. Getting an affordable place to live for rent used to be one of the most attractive factors to make Hyderabad their home.
Well, not anymore! Demand for rented houses for more and more people who are coming in, made the house rents multiply in geometric progression. A family moving form a city like Pune, who would pay a rent of Rs.10,000/- per month there in Pune, managed to get a more decent place for almost half the rent here in Hyderabad. Moreover in place of paying 1 year of rent as ‘pagdi’, all they had to pay was 2 months rent in advance. They would feel less pain or rather no pain to pay it off. Well, this is a win-win situation, both tenants and owners are happy. But then, this ease of tenants has grown the greed in owners. Hikes in rent took a pace that of light, with very few or no compensating comforts. Fellow citizen of Hyderabad is feeling the heat of this greed and there is no affordable decent place to rent.
Owner has multiple choices to lease his property out, if not a Hyderabadi, some other person would pay what he wished for. Mediators have started cropping up in these affairs and started exploiting the basic necessity of a common man, finding a shelter to live. People have to make compromises in everything like proximity to work place, safety, basic comforts like drinking water, parking space so on and so forth, but still pay a rent which touches stars.
There is no rental act that is in effect. There are no guidelines for rent hikes and no owner needs to abide by any law. And thus, there is no protection for a tenant. Now should we wait for some external force to solve this issue? Can we do something about it?
Yes first thing to start with, let us come together to share experiences, share knowledge and ideas that bailed you out. That would help some one else like us.
